
Laura Cohen
Confluence Project Director
Laura
came
to Trailnet in 1997 and coordinates a partnership of public and
non-profit agencies working to plan and
implement a 200-mile greenway along the
Mississippi and Missouri riverfronts
in the St. Louis bi-state region. Previously,
Laura served as Special Assistant
to the Mayor of the City of St. Louis
(1993-97) where her responsibilities
included coordinating the public master
planning process for Forest Park and
facilitating the sale of Columbia Bottom
to the Missouri Department of Conservation.
She served as Executive Director of Missouri
NARAL, a statewide advocacy organization,
from 1983-1993.
Laura has a B.A. from Hampshire College.
She participated in Leadership
St. Louis 1994-95 and attended the Program
for Senior Executives in State and Local
Government at the Kennedy School of Government,
Harvard University in 1996.

David Lauber
Director of Development & Communications
David came to Trailnet in 2008 and assumed responsibility for fund development. David has worked in non-profit fund development since 1998, and became a Certified Fundraising Executive (CFRE) in August, 2004. He previously served as Senior Development Officer at a The Sheldon, and at Doorways, an Interfaith AIDS Residence Program.
A native of St. Louis, David received his Bachelor’s degree in Business Administration from Valparaiso University in 1982. After completing the Missouri Pacific Railroad Management Training program that same year, he worked for sixteen years in several capacities in the transportation industry before embarking on a second career path in fundraising.
David and his partner Scott live in the City’s Central West End. Their household is run by Lola the Pug, with the assistance of Sophie the Calico cat.

Ann Mack
Executive Director
Ann came
to Trailnet in 2000 to develop the initial
plan for visitor orientation, education
and public experience services within
the Confluence Greenway project. She
transitioned to lead programs in 2003, overseeing the Bicycle Fun
Club and other Trailnet events, developing community
programs to promote walking and bicycling
for transportation, and fostering partnerships
that link these activities to better
health. Ann took the position of Executive Director in March, 2006.
Ann was founder/director of MidAmerican
Energy and Resource Partners (MERP),
a non-profit entity serving schools and
communities, and which is now a division
of the Missouri Botanical Garden. Previously,
Ann taught physics and advanced placement
biology and served as education coordinator
for an appropriate technology center in
Santa Barbara, California. Ann has a Bachelors
degree in Science and a Master
of Arts in Teaching.
Ann is an avid cyclist and
often bicycle commutes
from her home in Webster
Groves to the Trailnet office
in south St. Louis County.

Cindy Mense
Director of Community Services
Cindy came to Trailnet in 2007. In the new role of Director of Community Services, she works with schools to implement the Safe Routes to Schools program and collaborates with other Trailnet team members and volunteers to help communities transform to healthy active communities.
Cindy is a registered dietitian with a master’s degree in community nutrition. Cindy has worked in community health centers educating patients on how to adopt healthy lifestyles and eating habits. She has spent much of her time in community health working with pregnant women, infants and children. For several years, Cindy directed the undergraduate dietetics program at Saint Louis University School of Allied Health where she taught pediatric nutrition, community nutrition and basic human nutrition. In 2004, Cindy co-authored a textbook on nutrition for young children.
Cindy left healthcare to pursue active living programs because she realized that the obesity trends will require changes in the built environment and improved access to healthy lifestyles. She lives in Ferguson with her husband Jim and their children, August and Gigi. Cindy hosts a neighborhood early-bird fitness group that exercises outside all year around; if you are in Ferguson you may see her group jumping, running, walking, lifting weights or doing yoga under the early morning moonshine!
Kathi Weilbacher
PR & Program Manager
Kathi came to Trailnet in 2001 to fill the position of Office Manager. She
has been promoted through the organization and now anchors the position of
Public Relations and Program Manager. In addition to her PR
responsibilities she oversees the Bicycle Fun Club, bicycle rides, walking
events, Eagle Days and other Trailnet events, developing community programs to promote walking and bicycling.
She received her degree in Home Economics in Business from Eastern Illinois
University. She spent seven years as 4-H and Youth Advisor for the
University of Illinois Extension Service and previously managed the office
for her family's implement business.
Kathi and her husband Ed, operate the Senator Rickert Residence Bed and
Breakfast in Waterloo, IL.
